Not sure how the "Requirements" work, but killing Spewspitter 30 times at level 44 yielded neither epic item. I'll report back after I'm above the 46+ threshold with how many kills it took me to get Vital Essence.
Update: Came back at 46, killed him 20 more times, still couldn't get either epic to drop.
